An inside source is an inside source, despite whatever else you choose to call it. Saying that you have one means that you know this or that information is correct, not that you guess it is correct. The distance is huge. The nearest galaxy is within 50 kiloparsecs right? Sovereign stated that they should be somewhere within this area. If they traveled in light speed they would take around ~25000-160000 years. If they arrive on earth in like 2 years using their magical FTL speed... well it is still amazing.
Another possibility is the citadel relay. If they arrived using that relay... we can expect that all that the citadel will be already destroyed when they arrive on earth.

The Reapers wouldn't destroy the Citadel even if they could, they still need it to continue their cycle of destruction as they have been doing for centuries, and the Council races wouldn't be able to destroy it nor would it suit their purposes since it is a veritable fortress compared to anything else they might hole up in.
