The answer, I think, can be found in looking more closely at Oghren's personal quest regarding Felsi. If you speak to her, you can get to a dialog option that asks her what she's doing in Lothering, even though you're speaking to her in the Spoiled Princess at Lake Calenhad.

After seeing this in my playthrough last night, the pieces regarding Sten's imprisonment so far from where he killed those farmers begins to make sense. I would surmise that the original plot had his sword lost outside of Lothering, making it perfectly logical to have him caged there by the local Chantry.
My guess is that the idea to have Lothering destroyed was a later one in the game's development since not one, but two personal quests seem to have been initially set in that area. I know, I know, this isn't earth shattering news, but I found it interesting and thought I'd share.
