So I couldn't get the Cerberus Network to work on my main Xbox Live account, so I made a new Xbox Live account, just to download the DLC from Cerberus Network, and it worked. BUT I can't seem to access the DLC when I log back into my main Xbox Live account. How do I use the DLC on a different Xbox Live account than the one I downloaded the Cerberus Network from?

It sounds like your problem is similar to one I've been having. I play ME2 on my brother's Xbox 360 (he and I have very different tastes in gaming, but when we find a game we both like, we're pretty good about sharing). A couple months ago, his first 360 ran afoul of the Red Ring of Death, and since his warranty had run out he decided to buy a new one. He and I both reclaimed our gamertags, but the new 360 wouldn't let my gamertag use the DLC he had downloaded with his Xbox Live account. He tried deleting and re-downloading the DLC, but it didn't work. My bro suspects that this problem might be a side-effect from some kind of anti-piracy device on the new machine. I could probably just purchase the Cerberus Network and download the DLC with my gamertag, but that would be a waste of hard drive space (and money).
I'm sorry I can't help you more with your problem, but if it's anything like my problem, the issue isn't with the Cerberus Network - it's with Xbox Live.
Edit: UPDATE - my bro has been working on our problem. He says that according to the Terms of Service, DLC can be accessed with all gamertags on an Xbox 360, but if it's transferred to a new Xbox 360, only the gamertag that originally downloaded the DLC can play it. My brother's going to try to work something out with the gamertag licensing and re-download the DLC; I can never understand him when he speaks gamertech, but whatever he's doing, I hope it works. If it does, I'll get him to tell me exactly what he did while I transcribe it here, and with any luck it might be some help to you.
