Is there a way to get the Cerberus Network code that I used for my Xbox 360 onto my PC? Or would I have to buy it all over again?

if you look left where it says profile and then click "your registered game promotions" the content may be available for download.

The only cross plate-forme DLC available is the Blood Dragon armor.
If you want to play on you computer, you will have to buy again everything, the game, the cerberus code if it's not a brand new game, and the other DLC.
