After becoming a Spectre I went straight to Therum to get Liara. I did not talk to any of my crew before the mission. I am about to go to Virmire and I still do not have the option to do Garrus and Wrex's missions. If I do some sidequest can I talk to them and the get the quests?

You need to talk to Garrus in order to get his quest. I think it's in the third conversation you can have.

With Wrex you need to talk to him until you get the conversation about Jarrod. Then you have the option to ask about his family and you'll get his quest from there.

Thanks, that solves my Wrex problem. All I need now is Garrus's. Can I go to Dr.Saleons ship and it will automatically start too lol?

Just keep talking to him as many times as possible I guess (maybe try another conversation directly after talking to him). If you're already at Virmire I think it should be possible to do the quest by repeadetly (don't know how to spell it properly :P) talking to Garrus.

 He doesn't go into conversation anymore, he just says hello whenever I talk tim him. I need this sidequest for my ME2 save <_<. I doubt I can do it after VIrmire because you go straight it Ilos after that if I remember correctly.

OK Heafta, how many missions have you done on your save? Did you talk to Garrus after each of these missions? sometimes when you do the UNC sidequests you can speak to him afterwards as well. The conversation system in me1 isn't like in me2 when you have to do his sidequest in order for him to start talking to you again.

depending on the path you guided Garrus (Renegade or Paragon), Garrus will mention that he will reenlist back into Spectre Training (Renegade) or go back to C-Sec (Paragon).  Ultimately, he will still become Archangel no matter what, but gives different reasonings on why depending on the outcome of Dr. Saleon.

As for the OP, I have found that doing multiple side mission may in fact advance subplots.  I have done multiple side missions right after Therum.  During that time I advanced the conversations with all of my squadmates and even start a relationship with 2 of my squadmates, which triggered the big jealousy scene right after my second story mission.  Before I did the mission, I was able to Dr. Saleon and Family Armor.  Now it all really depends on the number of side mission you have yet to do.  Also, if Virmire is your last story mission before Ilos I'm not sure if it will work.

I think it's related to your Renegade/Paragon score. The loyalty mission with Garrus (and other teammates for that matter) won't open up until your Renegade/Paragon score is high enough. Keep checking back with Garrus after each mission and eventually he will open up.

According to the official Prima guide about Garrus' quest:

"When It Is Available: After completing three of the first
four post-Citadel, plot worlds (Feros, Noveria, Therum,
or Virmire) and/or completing three UNC assignments;
cannot be triggered after you go to Ilos"
