Is this taking place at the same time as Mass Effect 2 or is it after Mass Effect 2 ended?

I think that it is meant to occur after, though I'm not sure

ME2 takes place during 2185 and the news reports update daily, and each month, in the same year (go here). Some reports will be before ME2, others during, and the rest after. If we still get Cerberus Daily News next year, those will definitely be after. If we knew what month of 2185, the events of ME2 starts, then we can know which reports exactly.

No...a race of insects the Council just discovered on a jungle world...they communicate with biotics and are very friendly. The Council is even considering Uplifting them.

It's meant to be within the same timeline. Not before or after. Example, some of the news talks about Vasir.

I have just recently noticed it on Christmas. It talked about how when Humanity discovered the Mass Relays and met the alien races, they changed "Peace and Good Will to all Men" to "Peace and Good Will to all Creation." I found that pretty cool.

It would be neat if Cerberus Daily News continues to update itself closer and closer to the date when Mass Effect 3 takes place. Starting to report strange signals and sightings relating to the Reapers appearing at the edge of known space. Nothing too solid but like a beacon or satellite being destroy but was able to take vague pictures and images of the object responsible.

I heard they're just going to loop it after January. They can't keep writing new stories forever.

There was a recent story that was Reaper-ish. Something about the quarians and that company who's refinery Zaeed blows up.

Yeah, that was the one with Elfdale-Ashland. One of their mining fleets (A Cruiser, 3 Frigates and 6 Mining Freighters) was wiped out on the Nubian Expanse. “The ship’s silhouette was just massive. There’s no way the quarians had that monster in their Flotilla. I’ve never seen anything like it.”
Cerberus Daily News - November 27 - 30. Definitely makes you wonder if it was Harbinger they somehow ran into...
edit -fixed fleet numbers

yeah, that seemed all to similar to a reaper. - massive ship. And then news about some new prothean dig site. I was like cool, let's go investigate with the Normandy.

There is one report that intrigued me early on. The mass relays and those "dark switches" the protheans left behind. And the abandon relay... due to harmful radiation.
03/18/2010 - TR-15 Letus Becomes Closest Probe
to a Neutron Star
“Astronomers are excited tonight as the probe TR-15 Letus comes the
closest any probe has ever come to a neutron star. The star in question is in a
globular cluster approximately 18,000 light-years from Earth. Though it
contains slightly more than two times the mass of Earth's sun, its radius is a
tiny 15.8 kilometers, spinning at approximately 24% of the speed of light. The
probe was sent to the star via the Kappa Iota Relay, a charted but rarely-used
relay predating the Rachni War. The relay
was abandoned due to the highly lethal radiation found on the other side,
but the small doses that pass through the relay are manageable for a shielded
probe. Control of the radiation emission
and reception of Letus's signal is made possible by the infamous Dark Switches,
a set of previously unknown control functions the Protheans installed on mass
effect relays."
