I noticed that the issue I had is the same others have but the suggested fixes are all pretty wrong. So here is how I fixed mine:
My PC:
Windows 7 ultimate edition
Dragon Age origins Ultimate Edition bought through steam
Installed on C drive but a different directory
Issue:
Redeemed the code on internet, says I own the dlc content, but can't get them authorized in the game.
How to solve this issue:
I tracked the issue down and saw that I couldn't initiate DAUpdaterSvc.Service.exe and the service couldn't start. I reckon this is an issue with windows 7, although I am not sure.. To start the service manually all you have to do is
1. pressing ctrl+alt+delete and open Task Manager.
2. Go to services tab and look for DAUpdaterSvc
3. Rightclick on the name and press "Start Service"
4. Start Dragon Age and enjoy the downloadable content.

Having the EXACT same issue. DL the Ultimate Edition the other day with access to everything... Wardens Keep is the first DLC to open up but it states that it, along with everything else, is unauthorized. I've registered the game, plugged in the access code that should have authorized it, and nothing. Message states that my account is 'unauthorized'... I've logged out and logged back in and still get the same message.
Tried what Fluf mentioned and I do not have a DAUpdaterSvc anywhere. Any other suggestions?

Well, I deleted my original download and reinstalled - I will never buy a digital download game ever again, too many restarts and I think my computer has been on for at least 24+ on 5 seperate occasions... - Went to the DAO file, went to installer file, activated the DAUServiceSetUp, activated the DAU_UPDATEADDINSXML.exe (got a few errors which I skipped over to get it rolling) THEN followed the directions in the original post. Restarted game and BLAMO! I have access AND authorization to all the content. I'm happy the issue is resolved and I have something to play while I wait for SWTOR.

i am have the same problem but when i go to task manager and right click on it, it wont come up. when i try agian it says its all ready running
