Ok, here's the problem.
I bought Mass Effect 2 awhile back. I had the Cerberus code, the Dragon Ages code and some Dr Pepper ones. I ended up selling that xbox. Well, I bought a new xbox and got ME2 again. Where I am right now I cannot get broadband. I was wondering if there's a way I can get that DLC back and possibly get the new ones that they've released in the past ~7 months or so.
I was talking to the Gamestop guys and they said that I cannot play the DLC without being connected to xbox live -- which if true is pretty damn retarded.
Can I play DLC that I've bought in the past on a new XBOX without a constant connection to XBOX Live?

If you take your XBox to a friend and connect it to XBox Live, you will be able to download the DLCs again and use them even WITHOUT connection to Xbox Live.
But I guess you will have to transfer your licences to the new Xbox with the licence transfer tool. It´s possible to do that, but only 1 time each 12 month.

You can also un-drm the content from your old console then it shoudl lock itself to your new one next time you connect to live and that should sort the issue.

What if I do not that have that xbox anymore? I sold it to someone else awhile back. I don't have the license number or anything like that from the old one. Will the DLC/XBox.com know my old one and let me change it?

If your current Xbox live account, is golden, and in fact the same account as the one that you used on your previous xbox, then like a previous poster stated, you just need to find a hook up to the internet and should be able to re-download your already paid for items again, for free. If you left your profile with the hard drive when you sold the xbox, then you may want to try and call Microsoft for some sort of recovery/reconciliation.

I have the password and account recovery information for my Xbox Live name. It was Gold for awhile, but I thought that option was only for someone that can be constantly connected to xbox live.

Yeah my 360 died a few weeks ago. Luckily my save files were on a flash drive. You can go on to xbox.com and reset all of your dlc licenses. It's pretty easy but it will take a while to download everything again.

Blunt got to it before I could lol. That License Migration link will take care of everything for you pretty much. I didnt discover this until recently myself because my xbox is getting pretty old (over 3 years old now) and the disc tray is starting to go. So, Im going to be upgrading soon to the Wi-Fi ready one. At first I thought that I was going to be able to simply swap out my HDDs and be done with it. Turns out, it's not quite THAT easy. Still easy apparently, just not quite as simple as changing out your HDD.

If you transfer your content to another hard drive using a transfer cable and then use that new hard drive on a new console, will you still have to transfer the license?

Yes, you still need to run license transfer tool. That is because transfer cable on moves content in doesn't transfer licenses. Another thing to be aware of is that you can transfer licenses only once per year, so make sure your Xbox is working fine before you do it.
Finally don't forget that after you transfer licenses you not done until you have downloaded DLC again. Do it from the game interface since not everything is on Xbox Live Market place.
I learned this the hard way. I ran license transfer a month ago, but didn't re-download DLC after it was done. Then couple weeks later there was an outage at my ISP and I couldn't get online, so both ME, and ME2 refused to work. When internet came back on-line I went back downloaded everything again and now everything works even off-line.
