There's no guaranteed drop for it. The best you can do is keep visiting the C-Sec Requisitions Officer on the Citadel and hope that it spawns in his inventory. The merchant on the Normandy can have it too, so be sure to check there as well.

the only way I know of is with the merchant on the normandy but its very unlikely to find it i sadly never found it the closest i ever got was onyx Medium armour X

If you're looking for it from the Normandy supply guy, you'll need to buy the Aldrin Labs license from the C-Sec supply guy. If you're on PC you could always use the console.
