They are the last of their people, not including the 'flat-ears' (City Elves) who are considered not much different from the humans now, and have to travel around like gypsies to escape the hatred that humans have for them. They are struggling to relcaim their culture and history that was taken from them. They are a broken race because of the humans. And adding to that the fact they are isolated from humans, the humans don't have much change to change thier minds or redeem themselves.
I roleplayed my Dalish Warden as racist and bitter, especially after finding out what happened to her parents, but gradually became more tolerant. By the end of Origins, after much experience with and even making close friends with humans, she was much more tolerant. For example, In Nature of the Beast she synpathised with the Werewolves - she may not have done this at the start of her journey.
Velenna is pretty extreme in her hatred, but she's not exactly a-typical of the Dalish. You get varying amounts of fear, hatred and racism in Dalish clans, but no Dalish loves the Shemlen. Add to this the fact that Velanna is extremely upset about her sister, and you can see why doesn't see the humans as innocent. The humans are the first race that the Dalish would suspect of wrong doing.
And remember the Darkspawn planted human weapons in the Dalish camp - it only confirmed her suspecions.
Yes, of course Velenna takes it too far. Any sensible Dalish would see that she is being crazy and ruthless and that killing any human that cross her path is not solving anything. But saying she's just doing it out of spite and has no reason to be racist is stupid. It's difficult for any Dalish to come around the idea that humans arn't that bad.
I'm no Velanna fan either but I didn't hate her for being racist. She's Dalish, and it takes time and effort for her to overcome her hatred.
