I just picked this game up in the steam sale, yet everytime I try to run the game I only get the "Preparing to Launch" window, and then nothing. No error message or anything, just inactivity. Has anyone else had this problem, or found a solution to it?
I've tried reinstalling it (Three times now) and i've installed DirectX 9.0 and .Net framework 2.0 because some people on the steam boards said that would help, but no luck.

I'm having the exact same issue. I thought it might have something to do with the distribution setup so I went to the
steamapps/common/neverwinter nights 2/dists folder and when I tried to install the KB893803-v2-x86 it says "Not enough storage is available to process this command." I'm not sure if this is the cause of the game not starting...but the closest I came on how to fix that issue was: http://support.microsoft.com/kb/941384 which doesn't really give much of a solution.
Specs are:
Athlon 3400+ Win 7 x64
2GB Ram
9800 GT
About 250 GB of free space.
Please help.

Prior to running NWN2, I already had the following versions of .NET installed on my machine:
1) Microsoft .NET Framework 1.1
2) Microsoft .NET Framework 2.0 Service Pack 2
3) Microsoft .NET Framework 3.0 Service Pack 2
4) Microsoft .NET Framework 3.5 SP 1
I've never had any issues. Sometimes the 'Preparing to Install' window comes up and hangs for a bit, bit it always lets me through.
From the above, it looks as if .NET 2.0 does the job. Downloading and installing the most recent version of .NET (4.0 at time of writing) will also include all previous versions back to 2.0. Anyone else with this problem should try giving that a go first, it's the most likely answer.
However, I don't know whether or not NWN2 requires 1.1. It would be really weird if it did, but it wouldn't be the first time something fairly contemporary randomly needed crummy ol' .NET 1.1. If so, then this could be causing people issues. As I already had 1.1 installed I can't personally rule it out.
So if installing the most recent version of .NET doesn't resolve this issue, it might be because NWN2 needs 1.1.
Unfortunately, .NET 1.1 isn't automatically included within the more recent editions. To make matters worse, .NET 1.1 cannot be installed on top of a more recent framework edition. If you need both you have to install 1.1 first, then follow up with the more recent framework. It's a gigantic pain in the ass. Thanks Microsoft.
To install 1.1 you have to first uninstall the more modern frameworks, then install 1.1, then re-install the more modern frameworks again.
If installing all versions of the .NET framework still doesn't fix this problem then try getting all the updates available for your system from Microsoft Update.
Note that Microsoft Update isn't the same thing as Windows Update. Microsoft Update contains a much wider range of patches and updates for all Microsoft products, not just Windows.
That's all I can think of.
If anyone else stumbles on the issue and comes up with something to clarify any of the above, give us all a shout. On a purely personal note, I'd really like to know what the problem is - I work with .NET professionally, so I'd really love to know where the developers behind the Steam installer for NWN2 went wrong so I can avoid it myself in the future.

I don't have it - i have 2.0, 3.0, 3.5, but have a *suspicion* all NWN2 wants is 2.0 (since that's the era they both came out at, methinks). Def. don't need 4.0 also
