You must have the Dual-Weapon Mastery talent before you can use anything other than a dagger in the off hand.

You need to learn one of the high level dual wield talents. I think it's Dualwield Mastery. Check the descriptions of the talents next time you level up.

Yes...but it takes some time. Under your talents, in the dual weapon tree, theres dual weapon mastery. Once you have the three previous filled in, you need to reach level 12, have 36 dex, and be skilled in Master Combat Training (4th lvl of combat training under Skills).
I thought this kinda sucked at first but yielding a dagger (shortsword, basically) in the offhand makes sense and there are some fairly powerful ones out there.
