not sure if that's intential or a bug, but so far it seems to only work for the Warden Commander armor from what I've been reading.
Just sell the Tier 3 armor to the vendor, then leave the zone and come back, and he'll the armor upgraded to tier 7 (dragonbone) keep in mind that you of course naturally pay the more expensive price to get it back.
Also it may take a few times of zoning back and forth for the armor to appear.

Same here... need 42 str for it though... and lots of money to buy it back... But if you did.. im pretty sure you have the best armor that there is in game..
There is only no helmet..

The legion one had no shoulders so i didint like it as much, 2 more strengh and Allistar can have it full, there was also nicer looking chest that drop from broodmother, "Effort" Sten wearing that armor.

Oddly enough, Dragon Age represents a rare exception for me where I don't like the look of lighter armor - the leather ones simply don't do it for me. Some of the medium armors look great, mind you. Pity they're somewhat stuck being just "medium".
