Really, it's not that people dislike him, it's that everyone else is cool in some way, wheras his personality is self-contradictory. As in, he's all nice and friendly, but extremely cynical. Also as in, he's a really good guy, but he's glad to be working with Cerberus...

I romanced Jacob with one of my FemSheps and I really liked that romance-arc. He has some really great conversations. The one in which FemShep get's to finally talk about how difficult it is to work on this mission, how she hates losing people and below here is one of my fav:s.
Jacob: You impress the hell out of me Shepard, we might actually get through this because of you. Keep it up I may volunteer for fewer suicide missions. Haven't been this fired up in a long time. It's all you, all of it.
FemShep: You sound so serious Jacob, I love that about you.
Jacob: You love it? The guys in boot use to say that the first person to use that word loses. But you let is slip like it was nothing... natural. Just like you planned I bet. To see if I react. You're something else Shepard.
FemShep: Where would I be without my crew, Mr Taylor?
Jacob: Yeah, so maybe you can drop that "Mr Taylor" business.
FemShep: make me
Jacob: How do you push my buttons and make me like it?
Sorry it's such a long bit with dialouge here but I just really like that one
Jacob isn't my fav LI, I'm a Kaidan girl and I hope that my FemShep can romance Joker in ME3. But I think that Jacob had some really good scenes in his romance. I like how his voice changed when they got to know eachother better.
