Well, Varic's weapon, Bianca, is a Shakespeare refrence. Though that's pretty much grasping at straws to say it was intentional.

Did they make avatar items for it? They did not.

Does making an avatar item guarantee it is an NPC? No, not necessarily.
You could buy the Blood Dragon armor for your avatar could you not? That was not for a specific NPC.

Blood Dragon wasn't named after anybody, all avatar items that were named were characters in Origins.

Infact, i'd laugh if it turns out it isn't and BioWare were just doing it to wind people up but hey, that's just me... now, back to the DA Toolset.

Bioware wouldn't invest resources on XBL avatars for nothing. In order to sell those items, they have to be meaningful to people who play DA2. My guess is the pattern is non-party NPCs. Arishok, Flemeth and Orsino are probably all very significant, non-follower NPCs in DA2.

It would make sense for it to be an NPC's clothing. If only because I don't think they've ever released clothing for avatars based on companions. Maybe Morrigan?

The Arishok is the leader of the Qunari people. Sten is a Vanguard, which is a military rank, Arishok and Tamassran are female roles in qunari society
