Very well thought out, op. After playing ME2 the first time, my fervent hope was that Bioware would release an expansion that focused solely on planet exploration with some sandbox/discovery elements. That's what I missed about ME1. Even though the planets were copy/paste, I enjoyed the freedom. Moreover, the lore and unverse would lend themselves nicely to your idea.

Sadly, Bioware's current level design is about as tight as it gets for an RPG, and I don't think their heart is in creating open areas or focusing on any element of discovery. Thats why 'exploration' in ME2 felt like little more than an easter egg hunt. On top of that. I think they're intent on creating better combat mechanics and story elements above all.

So your idea will have to wait for another developer to take up.

BW acts as though there 3rd person shooting is the high point of their game. It is far from it. ME1 had decent shooting mechanics and ME2 had above average mechanics but nothing entirely special. They should focus on what made all the real fans (not all the people who want multiplayer and 12 new squaddies and who haven't played ME1. Those people should have no say.) fans. The close knit group, the planet exploration, the story that actually made sense (human reaper... really), having big choices (not save the collector base so the Illusive man can get his ass indoctrinated if he isn't already), and having vehicular combat that added much needed breaks to the 3rd person shooting (albeit it wasn't very good, that doesn't mean scrap it). Oh, and having actual RPG elements. Please BW, find the happy medium.

I love this idea. I would absolutely love to see it in ME3.

If it doesn't make it in, I'd like to see something similar in the following Mass Effect games. I also hope to see a game in the Mass Effect universe where you can be a race other than human, maybe a choice between the Council races?

It's a great idea, and I had a very similar idea myself, but yours has more potential. The only problem I can see with this is that running around recruiting colonists and completing similar missions could become quite repetitive. There would be need to be other side missions and exploration opportunites that weren't just about colonies.

To vary this system, maybe you could fund fuelling stations, research bases, mining facilities and Alliance outposts as well as colonies.

I like this idea very much though. :)

I like this idea, but I don't know if it fits in teh Mass Effect 3. I think Shepard has more urgent concerns that setting up colonies while Earth is getting reaped. I think this would've been better in ME1 or maybe 2. ok

I love this idea but i would change a few things
1.)most likely to be DLC
2.)they are right it would not fit perfectly
3.)since it wont fit perfectly have like five main missions in the main game until shep destroys or dies from reapers
4.)if he survives he funishes up like 7 missions on colony or so
5.)if there are other DLC or mission not complete i would do those to
6.)you now the one where you keep the controle ship you convert it in to a planetary trading/deffence stashion in orbit or use it in Reaper wars

for some reason my reply didn't appear on my screan so here i go again

there are a few things i would change but its the best thing i have heard so far.
1.)has to be DLC
2.)only a small hand full of missions like 5 until win/lose in reaper war
3.)have a choice to turn controle ship into eather a orbitle station for trade and deffence or use it in reaper wars if dose chioces dessied if it survives
4.)after win/lose have the rest of mission's and stuff if you win game along with the rest of DLC and other mission's if not completed.
5.)may have more later but this is a great idea eather sign a patition or something so people can sign and send to bioware but might not work but this i believe a large persentige would like

This is a very good idea, but I would't limit it to 1 planet/colony because that would make the galaxy feel empty....

Also, why Batarians again? They can be friendy as well, I'm sure of it...

I think this is a brilliant idea. it would be much more rewarding, and start to step away from the cliche that each planet in a science fiction IP has only one (stereotypical) environment. in DA2 we had a slight 'metagame' with the bone pit (indeed almost every side quest played into the next through the passage of time), but it means bioware is trying these things out. Given the fact that ME3 will have to take place over quite a short space of time (since the reapers invade at the beginning xD) I can't see a system as intricate as what has been suggested here... but with their talk of MMOs and ways to 'engage' in the universe post-trilogy, this is the sort of thing they should grab and run with.

I really like this idea! It sounds like a lovely addition that would be a very welcome break, giving Paragon and Renegade options on the way through missions and such! It sounds nice, but at the same time this would be more a singular planet instead of a large amount, I liked flying around to far reaches and finding new planets and having a long look around while this really sounds like the planet scanning has gone and all you need is this one planet? But sounds good!

for the planet i have these ideas
1.)Have three continents one like antartica one very large like in prehistoric times and one that is as small as europe as an island of the larger ones coast like the english channel along with islands here and there
2.)the planet has 3 moons
3.)solar system has 4 planets one a gas jiant, one dessert rock and one like lava
4.)the closest mass relay is two systems away

It is interesting, I love Space and Exploration, I love seeing new world and location, having the freedoms. I love most of your ideas and others, staying on one world for too long it kinda you know. It be great if this can be on other world, even in space as well have bases, fleets and etc... I think that will be amazing, even more vehicles and freedoms. I am sure that BioWare have something for us. They will make new and old fans Happy. I loved what they did in Mass Effect 1, kinda disappointed in Mass Effect 2 I hope they make Mass Effect 3 the best of the best. :D

3.)power station
4.)warehouse
5.)Housing unit's... da
6.)landing pad/pad's
7.)cafeteriea for start or home cooking
8.)small factory eventualy gets bigger
9.)some farm equipment/storage
10.)announsment board/hallow screan in square
11.)ill come back later or anyone else can add some

I'd suggest this get saved for the games set after Shepards story. There's really no time to go and help a colony build while the Reapers are rampaging throughout the galaxy. Once the threat is solved, another ME game can focus more on rebuilding the universe.

wish it could become a ME3 DLC and be immproved upon to become even more amazing. if they don't have something like this for the game it would be a downer

Here i want to add this to it

System:a gas giant, lava planet, colony/garden world, compacted planet near star, twin moons on edge of solar sytem in a planet orbiting remains.

Planet Name:Unknown (not named yet)

Planet Type: Garden

Moon's: has 2 moons one lava and one rock (not named)

Contenent's: has 3 continent's that are uncharted. one is in the Antartic region, another is a super continent and the third is an island off of the supper continent thats about the size of europe.

Plant's: Majority are bigger then Earths plant's. some are toxic and Narcotic's.

Animal's: Large persentage are Herbivors and omnivor's, but has very few and vey vishious carnivor's.

Colony Archetecture: Player gets to chose from human, Asari, Turian, salarian, Krogen, Quarin's, Geth, Etc. when colony starts it automaticly starts out as Colony pod's

Building's: you get a choise to upgrade buildings to permentent and get choise of archetecture. like say im upgradeing the hospitle, I'd build it to hold Krogen Strong enough to survive invashions and if reaper attack's to hold out husk's) but have it clean and run by slarian's. then i get a choise for other buildings as well. I'd like the choise to place it where i want but it would probably be to much so it should already have a set location.

Building list's: housing, embacy's, space port, ware house's, shops hospitle's, factory's, barrachs, walls, quardens, govement building/hall, armorys, garages, machanic shops, squar, shild genorator, facility genorators, water purification facilitys, mineing facility's, security focility's, etc.

Colonist's: you can have a choice of just having humans, or haveing multiple race's to colonise.

you can place each race in a position or have it set to random. Here are a few that i would have set- turians as space military/navy (security), Krogen  as ground military, asari i would leave at mix/random, humans mix/random, geth- military/random, uarians as machanics or enginer's, etc. each race brings benifets and problem's. working these out can give you positive and negative supports from race's if at best prodution and security is stragthend to races possitives or what they are good at.

Colony supply and demand: at first they need more help and credits/resorces but once set up to a serten point you get returns coming in at the steady rate. you also get your medigel restocked and normandy repaired at each viset if you have the right upgrades. once up and going colony grow's faster and build's more perminent structers.

Quest reward options: the chice on how you use your reward's. the plue sun's flag ship for instance, to have the choice to use it in reaper war or convert it into the colonys orbiting space station (choice of architectur such as geth or quarin etc. is given for when it is completed) the station can be upgraded to hold more stuff and dock more ships if sent in reaper wars then chance of being destroed or becoming wining fleets flag ship (beside's normandy)

Colony secracy: shepard can get colonists but must be kept under raps so reaper's monatering communications do not get word or if word no location given. (ships get location when launching from shepard) indoctronatedpeople may still get in but all comunications are band from leaving system.

Company's/corperations: you can hire speshalists or invite corporations. each has its possitives and negatives. company's bring in more credits, resorces, upgrade's, weaponry, and vheichls. each comany pay's you/Colony/base a percentage of their gods or profet. you can also purchase item's from them. some company's might smugle, steal, lie, and have bad relations with some race's.

Gov/law's: each planet, race, group's have their own law's and goverment. when colony form's and grows you have a choice of style and wo you oppoint. someone might chose a single leader or a councle of race's, etc. in my choice i would have one person from each race be in a counle to govern planet. there would be basic law's and rights already in place.

Crew locations: like where you have quarters on the normand you have one or both of these. one is on the space station if converted where you can find qquests on a counsle, info and swich out team also if meeting with other race's. in colony you get a guest house next to goverment building (shepared uses as planet side base) each crew member has a station/room they stay at like on the normandy.

off planet side quests: for getting colonists when you go to a planet with a space port ou go to some one at aconsole or desk. then give them info and request for colonists. you may also go to shops or securit offices to give a request or co-operation to get supplys, investment, profeshianals, security and company's to get stores set up on colony.

End of game choice:once end of game if you win you talk to the councle and request that the world belongs to single or multiple races. deppending on actions and alliances you get permission or they say no and give to who they want.

Very well thought out.

However a colony "seems" like a very very big thing for 1 guy/girl even with a ship compliment at his side.

I do love the idea of "owning" something of your own in an RPG. It added ALOT to oblivion.

Personally I was thinking along the lines of an appartment, home or another ship but didn't have the imagination for anything of this magnitude. :o

EDIT: 

It sounds like something that could give extra gameplay even after the main mission was over.

Depending on paragon/renegade route you could either become galaxy avengers like garrus did on omega or setup your own evil mercenary group.

EDIT2: It seems like a huge addition to a game maybe more in the category of an expansion pack than a "cheap" DLC. Personally and depending how something like this would turn out I'd pay upward to full game price for it.

Sounds like a great idea. Doubt it'll work during the main ME3 storyline, but as extra content for after the main storyline is over I could see it working and would really add some extra life to the post-game.

some ideas are nice but I do find it strange because you are in a race to stop the Reapers to do some non important side missions but some side missions I consider to be important such as finding what happened to your squadmates maybe with luck their appearance will be woven into the main story

Yeah, this seems to fit a post-reaper war ME4 much better than ME3. At that stage the galaxy has likely taken massive damage and setting up new or re-establishing old colonies would be right in flavour. During ME3 this would simply be a waste of resources.
