It's fairly obvious that the Incisor is fairly overpowered in the hands of your squadmates, but what other weapons that would be otherwise mediocre when used by Shepard are outstanding in the hands of your squad?
For example, I'm fairly certain that Legion's Widow is the best sniper rifle he can get, the Mattock AR works wonders for squadmates, and the Phalanx pistol is great because your squadmates don't have issues with the aiming laser. I'm having issues deciding among the SMGs (I figure it's the Locust) and shotguns (GPS, from the looks of things).
Advice, please?

Tempest on squaddies always seems to be much more damaging than the Locust because they don't suffer from the giant spread and recoil that Shepard does. The Tempest is a much more damaging gun, but the Locust is only better for Shepard due to its accuracy, which squadmates don't have problems with.
I remember once seeing Miranda open up with a full burst from the Tempest and nail an Engineer with tight clusters on his head and torso from a range that would be impossible for Shepard.
My only complaint with the GPS is that the squad AI keeps treating it like a Shotgun instead of using it like the "rifle" it is. Its annoying seeing Jack or Tali run into enemy fire when they could be safely firing it from a distance.

I've never seen the appeal to using the Phalanx on squaddies. Most of the time they do more damage with their other weapon, even if its against the wrong defense, and due to the slow fire rate of the pistols, they have a smaller chance of activating their ammo powers.
Also, I have noticed the slower fire rate of the Phalanx over the Carnifex on squadmates. I'd prefer firing faster for slightly less damage, but a higher likelihood of activating Cryo Ammo than a slightly higher punch.

^Carnifex has a higher dps than the Phalanx. It's main problem is limited ammo, which is why I usually prefer it on my squadmates.

I'll break it down in terms of each weapon, keep in mind I love to mix and match weapons because I enjoy diversity with my squad but let's do this.
The Phalanx is the best Heavy Pistol for squaddies. They fire it about as fast as they fire the Carnifex except the Phalanx does more total damage and the Predator doesn't do nearly enough damage in their hands.
The Tempest is the best SMG for squaddies. It has a larger clip and they have no accuracy issues when using it. The Locust is the second best, but it's not nearly as effective as the Tempest for Squaddies. Do I even need to mention the Shuriken? Didn't think so.
The Geth Plasma Shotgun is the best for squaddies since they tend to fire shotguns from pretty far range. So the GPS makes up for that. Other than that the only other one I actively noticed anyone being effective with was the Eviscerator probably due its slightly longer range. One caveat I would add is that I do believe grunt rocks with the Claymore due to his tendency to run right into a fight.

Please note that these aren't just my opinions but they are taken from several playthroughs of the game when I notice one squaddie doing abnormally well. It's also a data interpretation taken from the Mass Effect wiki. I hope this helps but I do urge people to try various weapons across all their squaddies because for me at least it makes a more interesting squad.

I've been impressed by my squadmates' use of the Shuriken. I know it's a fairly awful SMG in Shepard's hands, at least in most situations, but the squadmates can use it effectively.

I think in past discussions, the consensus about squaddie SMGs was:
- Tempest = shoot more = deal more damage vs shields = exposing themselves longer
- Locust = shoot the least = deal the least damage vs shields (but more effective vs armor) = exposing themselves less
- Shuriken = burst firing = deal decent damage vs shields = exposing themselves the least
And generally, burst-firing weapons were preferred because they offer good damage vs. less time being exposed, so it's Vindicator, Shuriken, and Incisor.
I don't think there is a "best smg" because if you're a very aggressive player and you want to max squadmate's weapon performance, then they should use the Tempest because you'll rarely have to worry about them getting shot at. On the other hand, if you prefer to hide in cover a lot, enemies will not shoot you, they will shoot your team instead, so the Locust or Shuriken may better since your team will go back in cover more often.
In any case, I find the squad AI generally want to take the role of suppressive fire and the proper positions relative to you. If I rush ahead to a flanking position, my team will hang back position themselves so that we'll all hit the same target at two different angles. Personally, I find Miranda to be too aggressive with the Tempest, but I'll give Mordin that weapon because he can take a beating better than the rest with his passive shield boost. Love that guy.
As for AR's, I like the Mattock not so much of the damage, but their unique sound tells me where my squadmates are. Teammates using SRs will take longer to set up a shot, but they all deal a lot of damage. Mantis is the safest, deals good damage but also the slowest, the Viper deals more damage but they won't shoot as fast as you do, and it exposes the shooter longer. Incisor is just plain sick.
