It would make sense. Just about everyone in his family can wield awesome powers, and they have a bond with each other with that. That would make anyone feel like a black sheep and more than a bit jealous.

Hawke can. His father died a long time ago and Bethany dies at the beginning of the game. That leaves Mama Hawke (non-mage), Carver (non-mage), and Hawke (mage.)

No can't be...Varric has it in his back in a chamber that seems to be his room. It's something way more important...just look how the weapons are placed on top of it.

EDIT: hrmmm...on the door the black lines are missing...are there 2 symbols? one on top of eachother? the templars and mages.

There are no black lines...
Anyhow, it's possible Varric supports the mages side, or perhaps the screenshot was taken on the mages hideout.
In any case, a dragon would make a lot of sense--it's like Orsino's staff.

Looking at that symbol... It looks an awful lot like a stick figure version of the Dragon Age 2 Blood Dragon image.

Also the use of the dragon symbol might have significance especially considering the plot being set in the Dragon Age. Aside from Orsino being the thrall of a high dragon however I might just be joining up dots that don't exist.

Orsino or whatever he is, is probably a Libertarian or whatever they call themselves who is being driven by Flemeth (Flemeth is a dragon, Orsino has a dragon staff. Drawing straws but that's where I lie.) to pull away from the Circle.
This leads to a civil war amongst the Circle where the Chantry has to react or lose out on the mages, losing dominion on the mages would cause lots of mayhem on the streets as the public will be in a state of panic. By the time this problem is resolved, the Templars or the Mages (or both) will be extremely weakened by the war that the Qunari invasion will come in and clear the place out quite easily.
The Qunari are possibly also involved with Flemeth's plan, using her new form to lead them.
Ultimately, I view Flemeth's goal as "powering" Hawke up until he's ready to be her pawn or champion. Possibly to help her hunt down Morrigan.

Ironically, both of the symbols are stylized representations of the Tevinter dragon.
