No it doesn't. Check Digital Foundry's analysis. It fluctuates from 30 and goes to the 40's sometimes when in a hallway or looking up at space (because there's not much to render on screen). It dips below 30 too sometimes.
I'd rather have constant 30fps, consistent framerate is much better in my opinion, it keeps it steady and you don't notice it. I hate it when the framerate fluctuates, takes me out of the experience and makes the 30fps look slow again after coming back down from momentary high fps.
Consistency is always best.
At least if it dips at 60 then the lowest it might go is 40 which is still better than the 360's default.
We can't really right fully compare them sense one is running on an updated engine. Doesn't seem fair.
It was consistent for me.
I literally only ran into one screen tear.

It's been proven that the PS3 version is pretty much exactly the same as the 360 version, with blacker shadows and screen tearing. Deal with it.

well, it depends on the player. Some people who mastered the controller are more conftable with it then the mouse others can't get use to it. Remember when you first got on a PC? it wasn't easy at first using the mouse but you mastered it in time.

I never implied my opinions were facts. All of you are retarded.
You start a thread with the intent of discussion, yet you expect everyone to agree with you.
It doesn't work that way. I'm just a ps3 user being attacked by a bunch of mad Xbox fans because they lost one of their best exclusives.
Not to mention the wrath you incur when you disagree with the SUPER OFFICIAL laws that the PC master race have put into effect. Hell hath no ****ing fury like butthurt PC ****.
If anybody got the idea that I think ME2 looks vastly superior--I don't. Do I think it looks slightly better? Yes.
But look who that is coming from, guys. All of you have been looking at ME2 for a while now but my eyes have just recently seen it.
It's totally normal for your first reaction to be that the xbox version looks better because face it: there's a little fanboy in all of us for what ever reason. Not to mention you've been look at the game for a while now and your eyes are used to it looking one way. This is especially true since they are so similar graphically.
I'm looking at all of this with a fresh eye.
I'm just looking at the facts:
1.It's running on an updated engine.
2.They've had time to fix things.
3.It has an extra time behind it.
4.They have more space to work with.
5.It'll have more FPS.
With all that backing it up you can't expect to not see any improvement.
It'd be fare to compare the xbox version of ME3 to the Ps3 version because they will be released at the same time with no additional perks. If you say you know Bioware, you should also know they wouldn't waste all of that time/knowledge creating an inferior port.
All-in-all, the PC will always win graphically, even if they lose sometimes in other categories.
Comparing PC graphics/gameplay to console graphics/gameplay is like comparing a trunk to a train.

Fair point. But the PC is far easier to master and much more precise in a game needing quick reaction shooting. Thats why the Devs put aim-assist on the console and leave it off the PC.

If seen aim assist, aim snap, and all types of assisted aiming and I didn't notice it in ME2.

Just as you find controller ****ty. I don't see why you are so mad. I've played on both a PC and console and I prefer the controller.
If the mouse wasn't bad enough the keyboard is a cluster**** of buttons. Controllers are more streamlined to me.
