Will Balak be in mass effect 3?

DLC for this will never going to happen.

1 Reason: if you killed balak in the first game the dlc for mass effect 2 would be useless.

Disagree. If you haven't recruited Garrus in ME, you still met him in ME2. The only difference was in a slightly different dialogue. Why not apply this here? Doubt there are much players with imported characters who completed BDtS and chose the Renegade path. The same trick, btw, can be done with Vido.
Finally, a way to include this content in the critical path of the story is rather simple. Remember Wrex and his brother Wreav? Who said Vido and Balak couldn't have right-hand partners(a brother doesn't really fit here). Again, all that changes is an in-game model and a few dialogue lines.

He should be in ME3. But unkillable if you didn't do it in 1. And place you in a similar situation to BDtS, while taunting you all the way for being a pansy who wouldn't make the tough choice for the greater good. And if you did kill him in 1, have him be replaced by someone who takes up the mantle (possible any progeny he might have), with the paragon conclusion being you talk them out of the cycle of revenge, and the renegade conclusion being you kill them too with a one-liner about how it doesn't matter if someone takes their place, they'll stop once enough of them die.

He won't show up in the future. Paragons wouldn't want to be faced with consequences for their actions, like Balak having continued his terrorist killing spree. If he did show up, I'm sure he'd have changed his way, inspired by Paragon Shepard, and taken a vital role in stopping the Reapers.

My word. Many of you have such small imaginations. Who cares if you played the DLC or killed Balak at the end? It does not matter. Think upon the following:

You are a game designer. You create a mission. You have two possibilities for the leader of the mission. He is Balak or he is not. Other than included dialogue the mission itself would be completely identical.

Thus, if you played the DLC and let him go then you go up against Balak who was hired by the Batarian people to deal with Shepard for what he did during the Arrival DLC. For all other possibilities you face "Ragash", an all new and different, Batarrian terrorist bent on taking down Shepard for his crimes during the Arrival DLC.

Curious, what would your idea of renegade content be for those that chose the renegade path?  I hope the answer isn't "nothing."  However, if you do happen to meet up with him, hopefully he's murdered alot more people since you let him go.  Maybe a family member of some of the deceased would vent their grief and anger at Shepard and make him feel like crap in a sad scene for not killing him sooner.  Point is, you made your choice to let him go at the risk of him causing more mayhem and murdering more innocents and you should live with the consequences.  (Don't expect to see him again.)

Nope, because I killed him.  The room with the civilians in it was a bit messy afterwards though.

On a more serious note, it wouldn't surprise me if he made an appearance - or even just something like the news reports you got in ME2 walking round the citadel.

I let the Alliance military take him.. I doubt he'll play any major role in me3 due to the different scenarios of his fate. If you let him go I bet you'll see him in a side mission. The rest of us that killed him/arrested him will get the placeholder batarian in Balaks place

Considering how Bring down the Sky had the most intense cut-scenes of the entire game and let you fight enemies unique to that one area of the game...

I'd say it was definately important enough to have a final confrontation(if it needed to be)
