While I fail utterly to see the appeal of such a feature, I also know that I strongly dislike the effect it has on subsequent playthroughs if you can't disable it. Like all the bonuses you get in ME for having already completed the game once.

you DO realize tho Sylvius that those bonuses had nothing to do with NG+ right? those bonuses are tied to just completing the game once not to the NG+ feature. Justy like certain achievements (the companion achievements) gave the players bonuses on every subsequent playthrough. You really cannot pin any of those on NG+ since they would have been there even if NG+ was not (just like unlocking specializations in DAO or bonus items from compleated DLC)

Every feature that changes how the game plays on subsequent trips through should be optional.

How would it hurt roleplaying? Being level 50 or what have you will make you a wrecking ball throughout the game, but, I don't see how that strips away the character's ability to make choices. By a similiar vein I would suggest playing the game at all a second time hurts roleplaying because you understand the consquences of choices that you've already made.
It depends upon how it's implemented. ME2 in that aspect had a relatively mild implementation, just gave you a beginning mineral boost. GOW (I've been told) had something much more impactful and turned you into a gigantic badass.
Look, I just think it hurts roleplaying to start off really powerful. The fun part for me in any RPG is the lower levels when stuff is still new, inventory is much less cluttered and fights are actually challenging. NG+ is only really fun when you've already played through half a dozen times and really don't care about story or choices anymore. Otherwise it feels weird. Not wrong, but weird.
Oh, and if you believe that making the same choices twice over does not mean I play as the same person twice over and have the same dilemmas in the same places, you are very wrong.
DAO had very few choices where things turned out completely different from where you expected them to be. Dagna and Bhelen come to mind. Those are perhaps the only two choices I retrospectively changed. Most of the choices are moral dilemmas with no singular answer. Do I kill the mother, or the child? Do I steal the wounded elf's belongings (in the forest) or return him as is? These are questions with no right or wrong, and I can always make the exact same decision and feel good about it.
But that's besides the point. I believe that if it is implemented, it should be optional. That is all.
