I havent been in the toolset for a while but a player on my server brought to my attention that if I add +14 universal saves to an item, when the item is equipped theres no change on the character screen.
I then fired up the toolset and made 3 different armor with +12, +13. and +14 universal saves bonus on them. When I equip the +12 my bonus only shows as +10 on the character screen.... even after closing and opening and reloading the module. when I equip +13 or higher there is no bonus added to the character screen.
I did search google for a while but I cant find any information about this.... why would the toolset allow you to add up to +20 if the maximum you can have on your character is + 10?

+20 is the maximum bonus a PC can receive from all items combined. So if other equiped items are already giving the PC a cumulative +10 bonus then any new item can only add a maximum of +10 more.

I just opened the game and checked again. I took a level 1 character and unequipped ALL the gear. I then equipped the armor with the universal saves + 12 and it worked. When I remove that armor and try the one with + 13 saves.... I get nothing.

I did some testing and found something interesting:
+12 is the maximum Universal Saving Throw bonus a PC can receive from any single item. Any higher and it doesn't add any bonus at all (seems buggy as those items should give at least +12).
+20 is the maximum a PC can receive from all items combined. So two +12 items or two +10 items or any combination that adds up to at least +20 will get you a max of +20.
I never had a cause to test this before because I always play on servers with Item Level Restriction so it was necessary to spread the Universal Saving Throw bonus around to multiple items.

Yes I can confirm this, values 13 and more do not work for saves, I have found this issue when dealing with BH's expanded itemproperties, I do not have "fix" for this but I added new 2da for my community patch that won't allow builder to set more than 12.
