Does anyone here level up characters according to plot logic rather than game-play practicality?
I tried doing this a few times.
For example in Mass Effect 1:
Garrus would've had a lot of C-sec encounters requiring the ability to disable weapons and biotics (level up dampening and decryption). Decryption would've also come in handy for investigation purposes.
or
Kaiden, as an L2 biotic he probably would've learn first aid and medicine in attempt to help the migraines. Maybe the headaches would have caused him to develop good throw strength out of anger (feels like throwing stuff around).
This idea is already slightly implied by the naming of non-player classes, but not really shown to the player explicitly.
Leveling up according to character.
