From an economical standpoint it would encourage people who are starting with ME3 to go back and play the previous games.

She is surprisingly a nice girl for a stealthy master thief of doom too. I'm looking forward to see her in ME3 even if as a DLC character.

Zaeed is already the biggest galactic badass.

No. Both are DLC characters and mercenaries.
The rest are there by choice.
And both are downloadable content--not even in the main game proper.
Here's how I see it:
We'll lose Zaeed (mercenary), Kasumi (mercenary), Thane (terminally-ill father), and Samara (justicar) for sure.
Dude Kasumi's a thief, not a mercenary.

Not very likely. They're DLC exclusive and can possibly die. You're looking at Email/Cameo at best.
Seeing how Joker and Liara are the only crew members who cannot possibly die in either game, do you think they'll be the only ones carrying over to ME3?
The DLC part I agree is a bit of a deal breaker when it comes to their possible inclusion in ME3, but the simple fact that they can die isn't really a hindrance

But I'd love to have them back. Love Kasumi, she quickly became one of my favorite characters of the game. "I swear I didn't touch anything!"
Zaeed is okay but after reading his "retirement plans" I'm not so sure.
Though from my standpoint. Just leaving because you are no longer getting paid isn't the best idea since Shep is trying to save the universe. If I was them I would probably want to stick around to make sure it gets done.

I can say without a doubt that Zaeed will not be in ME3 for me. I cannot stand him....on his loyalty mission I let Vido get away and then let Zaeed get killed during the suicide mission.

Zaeed on the other hand has experience in full-scale war scenarios, thus, my Shepard would value his skillset over Kasumi's whenever possible.

I wouldn't mind if Kasumi received a small cameo. I like her character and all, but, as a thief, she is ill prepared to deal with the reapers, husks, or other reaper foot-soldiers.
Well, given that she's a full-fledged squadmember who takes on Abominations, Husks and Collectors and Scions and Praetorians just fine in ME2, that argument doesn't hold much water. Then there's the fact that groups of mercs, be they asari, human, krogan, salarian, or vorcha are hardly less dangerous. Or the various geth platforms. Or the hordes of mechs. As for Reapers: no one is well-prepared to deal with a fully operational Reaper. They're not exactly an infantry type of problem.

In game yes, but I like to role-play when playing Mass Effect. Since plausibility is important (well, at least to me), Zaeed is always the preferred squadmate when compared to Kasumi.

Plot wise you could argue that both of them were simply employed by Cerberus for this one job, and have no reason to stick around (specially if you told the guy who signs their paychecks to go to hell).
But I (like) to assume that if you did their loyalty mission, they trust you more, and they also understand the gravity of the whole Reapers thing, and are there to stay until the end.

As for other squad mates, well depends. Samara might either try to kill you or be hunting you if you are a renegade (unless of course you choose... well spoiler again). Mordin might even leave as well to carry out his work depending on what you said to him. Grunt... hard to say about him. He may try kill you after the game haha unless you are able to recruit Wrex in the 3rd one and he may be able to coax/fight him for you (that would be kinda sweet).
As for the others, likely will stay. They stayed pretty loyal to you, if they survived/did their loyalty missions
There is no doubt we will see a few new squadmates. Hopefully ME1 characters as well
Just have to wait for the Ashley/Kaiden DLC

I suspect that Zaeed & Kasumi are cameos at best. But really, it seems likely that no ME2 squadmates will return as such in ME3.

Every single character from ME1+2 returns.... if theyve all thus survived in your save.
If you really mess up the collector station mission, then pardon me but you SHOULD be handicapped in ME3. There should be some consequence and reward for your performance during that suicide mission. Remember that your squad is made up of some of the most elite, battle hardened experts in the galaxy and their losses should reflect in ME3.
I mean, you really arent really going to be able to find another asari justicar or perfect krogan warrior, among others.

Christina Norman's Twitter feed. Go down toward the bottom as she hints at what to expect in a squad in ME3.
- I don't think it is a spoiler to say that fans who let their team die in me2 will feel the consequences in me3

As for Zaeed and Kasumi, I like them both in ME2, but I have issues with the master thief when I'm still primitively hacking terminals while she stands there!
