I always assumed that the Alliance had a similar policy to the Navy in the Honorverse. If you want to serve on a starship, you must have an implant to prevent pregnancy. Otherwise, what is a ship on covert ops going to do, pull over to replace crew members because someone was careless? You can have all the regs you want, but people will break them (for some Shepards many times over
