Your Sentinel can already toss frozen guys around repeatedly by bringing Mordin, Samara, Thane, Grunt, Zaeed, or Garrus.



My Soldiers and Vanguards use Cryo ammo a lot and all I need to do is either Charge them or bring Thane, Samara, Grunt, Zaeed, or Garrus.



Besides, tossing frozen people only occasionally instantly kills them. It's no more overpowered than an Adept bringing extra Biotic squaddies.

Dont even argue with lore.In lore,biotics could throw armored tanks and shielded soldiers without problems.
Its also depends on the strenght of a biotic.Gillian didnt have much problems with that.

Yes, but there's a diference. You don't fight any tanks, and the shields/armour was to balance the class. Also, in the books, it took great concentration and focus to shift, say a tank, and Gillian was the most powerful human biotic, possibly even more so then Jack, so I'm ignoring that.

The thing about this suggestion is that it really wouldn't change much for half of the classes.  For instance, the only way an Adept is going to be using non-Biotic powers is by taking a non-Biotic bonus power.  And we don't have any idea how bonus powers will play into ME3.  Even the Vanguard wouldn't benefit much.  "Sweet, now I can use an ammo power right after Charge!"  The Sentinel is the only class, given current builds, that would really benefit from this.

Don't get me wrong.  I think the global cooldown system could use some examination.  And grouped cooldowns might be a good solution.  I just don't think grouping cooldowns based on their tech/Biotic/combat classification would make the most sense from a gameplay perspective.

And with the proper changes to the cooldown system, my suggestions here would be superfluous.
