There are two distinct areas, a day and a night version. You choose from the world map, as you would choose destination in DA:O, which one to visit.

Hmmm. That's an interesting choice, and quite unique. I can see that adding to roleplay, and to changing things up on different playthroughs. I guess the objection is that choosing it on the map is unrealistic? Well, for those that feel that way it's easy enough not to turn it on, so I don't see a problem.

I doubt that the game would even have this feature if it was entirely optional.

It may be unavoidable. According to Gaider way back when, some quests only happen at night, just like in BG2 in some of the Thieves' Guild missions. So you're going to have to use the toggle to do those quests.

So in those cases, why wouldn't you automatically be sent to the night area when you traveled there? Oh, wait, answered my own question... If they don't force the order and timing of quests (always irritating) then they have no way of knowing when you plan on doing it, so you have to be able to choose the appropriate time of day. Okay, got it.

I like the idea... haven't played baldurs gate 2 or any other game that has the feature, so I'll wait to see how it works.
