I am only about 6 hours into the game (picked it up on XBL for $15) and I can't get over how beautiful the scenery and music are. Bioware did such a great job with adding unusual and vibrant color choices and making them work.
Inside spaces look good as well. This was an original Xbox game?
Anyways, it's nice to see so much color in a game that's not a Mario game and it's a welcome change after 100+ hours of Fallout:McDrabby (I know the drabbiness is intentional but it starts to wear on the psyche).

On topic: my favorites areas are Dawn Star's garden in Two Rivers, Forest Shadow's Heaven, Imperial City necropolis, and Dirge.

Jade Empire appealed to me in scenery because of its colours used. Greens, reds, vibrant blues. It wasn't like DA:O colour palette which was basically mud-like colours.
Even "dated" to some people, it still looks pretty good on today's standard.

I think there are games that age better, like Theme Hospital or Broken Sword, maybe because they don't rely too much on technology (technology improves every year, but good art designs are good today as they were 20 years ago). For example, Alone in the dark looked pretty when it came out but now it looks terrible.
Jade Empire is one of those games with fantastic art design.
