So, not sure where to put this, but I've been thinking. And thinking.
If you read the ME Wiki, there's a score thats calculated during the Suicide Mission with how many folks are left to hold the line. The score trait, on who is left, and such, I think will be used again. How?
Look at the threat. A massive army of Reapers. That's gonna be a tough one.
So, I think there will be a score that has many factors.
1. Collector Base. Was it destroyed? Or was it saved? I think saving it, while Renegade will damn near guarantee an outright victory. I think destroying it will make one dependant on other factors in the overall end game. I also think making TIM an enemy may also hinder things. Which is fine for Paragon players IMO - underdogs are some of the finest heroes.
2. Rachni. Were they saved? If you've played ME2, and you saved the Rachni in ME1, you know they'll help. Some day. I'm half expecting that come ME3, during the pivitol turn of the tide, the Rachni will come tearing through. I also think the lack of Rachni support will potentially add to the doom.
3. Legion and Tali - how did you resolve their differences? If you know what happens after Legion's Loyalty Mission, you know there's a sliver of hope that maybe Geth-Quarian war is not permanent. I think the ability to charm them may seriously impact the amount of support you get in ME3. This could be in the form of the Geth and/or Quarians aiding automatically, or needing to take the time (and thus endanger more lives) to convince them.
4. Legion - is he alive? I think Legion being kept alive may ultimately affect whether or not the true Geth actually help Shepard and the rest of the Galaxy. I think Dead Legion = Bad Geth. Living Legion = Good Geth.
5. Tali - is she alive? Is the Quarian still breathing? If yes, I fully expect Quarian Support big time. If no, I honestly see the Quarians turning their backs on Shepard, and both sides paying the ultimate price. Well, Quarians at least, with Shepard having less of a score.
6. Grunt and Mordin. Again, a matter of are these squad members alive? The Krogans may unleash their fury, imagine what would happen if Grunt became a Warlord, and Mordin potentially cured the genophage.
I think there's many other factors. What about other folk? Do you think there will be an inevitable "score" that ultimately decides how the final battle goes? Not that ME3 choices don't matter when it hits, but more of a "the scales are tipped in your favor/disfavor" sort of thing.
Theory on the End (Spoilers definitely)

I realize this is just how you view the situation, but I don't see how that makes sense at all.
Tali is not the be all end all member of the Migrant Fleet. She's not that terribly important, especially since she is currently serving on a human ship. She said that people might look to her to fill her father's position, that doesn't make her any sort of soveriegn or folk hero of the quarian people.

If the big hero of the humans IMO, turns his back on prized members of various societies, then chances are they'll judge humans even more harshly. Humans aren't the most loved species in the galaxy. Imagine someone plays, the Council is dead, Wrex is killed, Shepard gets Grunt killed, Mordin killed, Tali killed.
A Krogan Pure Blood is dead, a potential leader of the Krogan is dead, the potential cure to the genophage is gone, and a quarian who is considered very very valuable (and potential Admiral material) is dead. You think those species will help Shepard?
Let alone the quarians themselves. They're insular. I think alot of choices you make in ME1/2 will affect ME3 in very profound ways.

Certainly plenty of factors. Basically, how many species will rally behind Shepard and his rather crazy (from their point) reaper obsession.
If all the answers to your points are NO, the best that can be hoped for is a pyrrhic victory.
Tali being alive or not doesn't matter at all if she is/was exiled. I do not think that the krogan cure would have much to do with them joining if Wrex is still alive. I also debate the importance of Legion, as the true geth know what Shepard knows.

Correct. But after rescuing the Alarai and because of her association with Shep, it might be a little different than you portray. However the only thing I can see the Quarians doing is gaining peace with the Geth, because the Migrant Fleet is essentially held together by duct tape.
