The toolset is not a save/character editor. If you want to redistribute the points a character has, get one of the respec mods for Origins or use the version that Bioware ripped off included in Awakening. If you want to cheat, there are better ways to do it.

The developer console is nothing without a script to run - honestly, it's secondary to what you're after. Maybe somebody created a respec mod that you can run through the developer console, or maybe it's used some other way in game - it's all the same in the end. There's no magic command through the console that's going to let you respec properly unless somebody made a script for it and that's how you use it instead of through a skill's script, or through a script triggered from a conversation etc.

The answer Darth gave you is the best you're going to get, really. Maybe try something like this mod that's just been recently announced (here): http://social.biowar...30546/1#5630546. Or use those Tomes of Focus (or whatever) that you can buy from the blacksmith in Awakening - but I recall reading somewhere that you don't get all your points back past level 25, so the alternatives - like using mods - are probably better anyway.

If you just want to add attribute/talent/skill points to your character, this mod would probably be your best bet.

And if you want to respec your character after adding points, this mod.
