I think it's probably the former. Some characters are best befriended through the friendship path, while others are best befriended through the rival path. Otherwise, I don't see the point of either system if they're not willing to consider your decisions at all.

I was thinking about that too. After romancing them, you just have the option of tent time and doesn't open up a whole lot of meaningful conversation afterwards. The epilogue even managed to get my Warden's pronoun wrong when referring to his and Zevran's relationship. <_<
