Well, he was friends with Justice and got to know him. He believed a noble, do-gooding spirit of justice would be sharing his body not a raging monster. I don't think he can be blamed for not anticipating that his trusted friend could do a sudden and shocking 180.Finis Valorum wrote...

This in my mind renders him a fully culpable party to whatever
actions the demon might choose to undertake whilst in possession of his
body, whether he wanted the demon to take these actions or intended
their consequences would be completely irrelevant at this point.
And we still don't know for sure whether that was the only time he ever hulked out that way. The video of Anders implies that he's been keeping the demon under control (how exhausted he is) and that he's trying to do good to atone for what happened.
Basically, I think we should cut poor Anders some slack.
I still think we should wait for a dev confirmation on how literal it was.What we know however seems to suggest that he did eat them most
likely in a literal sense and furthermore that he enjoyed or at least
wasn't opposed to doing so.
