Problem with Moire missing in Fihelis' estate

I've been looking for a workaround or a way to fix this, but I haven't found it anywhere.

This is my first playthrough and in act 1 when I get to Neverwinter, I choose to play through the city Watch. The first couple missions went fine. Now I'm supposed to go save Fihelis, but when I get to the house, there is no speech interaction with the guards other than "Move along, Citizen". Also, when I get in the house, all the doors are open. Originally, I thought this was weird, but I figured the "bad guys" were ransacking the place.

Another thing I noticed is that the thugs wouldn't necessarily run to confront me. They'd just walk toward me and then when I attacked them, they'd start fighting, but this was very unlike any of the previous behavior I'd encountered.

I cleared the first floor and all of the second floor. However, Fihelis and Moire were nowhere to be found. I looked this up and they should have been located in "a hard to see room on the second floor" according to some posts I found online. I also looked up a guide and found exactly where they should have been, but no one was there.

Has anyone encounted something like this before? Can someone suggest a workaround? I think in Baldur's Gate you could spawn an npc. I was wondering if something like this was possible in this case.

I have only one save right outside the house and upon entering,  I have the same problem as described above. The only other save I have is an autosave a couple missions back that I'd prefer to not have to continue from.

Edit. This is with the steam platinum version.

seems normal. I was waiting for a big scrap to start, too ..

sounds like they're in Stealth/Search mode .. there may be options on your CharacterSheet->Behavior tab that affect this. but, normal

This is spooky. I just had coffee in the Toolset, looking at the second floor of the Fihelis Estate ( "1700_Merchant_Quarter" ) and as far as I can tell Fihelis himself (also, Fiehlis) ought be standing right there in plain sight in the back of the backroom. He's not script-hidden, he's alone, just standing there waiting for the PC to walk into the room about 10'.

Are you sure, absolutely, utterly, 100% sure .. you're standing in the right place?

Because I looked at his conversation file, examined the triggers in the area, and there isn't even an OnEnter script. The script that spawns-in Moire could be almost anywhere, tbh; her waypoints are right there next to Fihelis. I suppose I could help you set the game-variables as if you'd completed the task

To kill Fihelis:

To let Fihelis escape:

I haven't tested those, but simply got them to successfully execute from the console in DebugMode - like Schultz in Hogan's Heroes says, "I know nothingkk!!1"

If all else fails, re*nst*ll. I've had to reinstall my game three times, both due to hardrive failures (faulty PSU, i figur). All I can say is the first install worked great - no bugs whatsoever. Second install had 3 game-stopping bugs during the OC. Third install is current, have yet to test but it seems fine. so ..

after entering commands to let Fihelis escape

F1am3r ran into a related snag...

The codes worked alright, but the problem is that even if the quest "The informant uncovered" is shown as "completed" . The quest which I was supposed to complete "Protecting the Watch's Informant" is still ongoing and I can't progress. When I speak to Brelaina she just tells me to go get Fihelis.

If Brelaina is stuck at "Lieutenant, I need you to find our informant and return here - time is of the essence. Report to Cormick if you have any other questions." And Fihelis has just been rescued (as above), a global_var '10_brelaina_state' also needs updating:

rs ga_global_int("10_brelaina_state", "80")

This should have her say, "You have done well, lieutenant - Fihelis is safely back under our protection."

- her dialog ought place a new hotspot on the worldMap, to Old Owl Well... and introduce the Waterdeep Emissary quest.
