Some of you people are impossible. You sit on here and ***** and moan about not knowing enough about the game, and when they release teasers and things, you complain about the graphics, lack of LI ability, story, and character comparisons. No wonder some of the devs are so frustrated on here. If people spent so much time crapping on things it took me years to complete based on a damn 30 second teaser, I would be frustrated too.

Surprise. It is because EA/Bioware doesn't want people buying used games from retailers. It is a marketing gimmick, sure, but can you blame them for wanting people to pay full-price for a product they've spent a year creating?
Why don't you create something, market it, and then I'll complain that you want me to pay full-price, and then wait for a used copy.

Being dismissive doesn't make you sound smarter. In the real world, people also don't like to be screwed over. Telling me that I can't sell used games like any other product, or only butchered versions, is something I find unacceptable. (I know the industry claims we only 'license' games, but then they should cost 5$, not $50 or now $60)

They only got the resources to create the Sebastian character because of the additional DLC budget. If it weren't for them selling him as DLC, he wouldn't be in the main game either. He just wouldn't exist.

unknown, depends if he's implemented with project ten dollars or not.
if yes he's free for new copies and only has to be bought on used copies.
if not he has to bought
EDIT:
the way i see it, there are two different conditions in this
1- pre-order the signature edition, you get sebastian for free, if not his price tag is 7 dollars
2- project ten dollar implements aprox. 10 dollars worth of dlc if you buy a new game
if condition 1 isn't met, condition 2 might kick in if you buy the game new and sebastian may implemented in this condition.
if both conditions aren't met (buy the game used) you'd have to buy sebastian if you wanted him.
that is my take on it.

If you buy the SE DA2, you'll get Seb for free (via card like Shale). If you buy the normal DA2, you will have to download him/buy him/spend 7 bucks to get him. That's how Im reading things (please correct me if Im wrong)

Complain about the price when it reaches 400-1000 bucks/per license like in programs they need creating this stuff.

People can sell whatever they like, but don't expect the original creators to sit idly while they are screwed out of profit.

I don't think the devs have any say in the matter. It's more of a general complaint towards the gaming industry and their "wild west" attitude. Bioware deserves to make money, don't get me wrong ;-)

If you preorder now you can get the Signature Edition for the same price as normal DA2. Sebastian is free along with the Signature Edition (along with some other cool stuff).
If you DON'T preorder you will have to buy the Signature Edition for it's higher price, or buy the normal DA2 AND pay extra for the DLC if you want Sebastian.

DA2's release date is still within 2011's fiscal which ends at march 31st (canada, since that's where they're stationed)
so... most likely new copies will still receive dlc stuff that amounts closely to 10 dollars.
sebastian (7dollars) is to me very likely to be implemented this way.

does his bow have a name or isn't he the type to care for such things?

I was worried about this too, but Jennifer Hepler's comment about flirting with him is a good sign. I don't care if he's not a romance option, I just don't want to hear the same canned lines every time I try to chat with him.
