I'm going for the optimistic route, myself; aside from Jennifer Hepler hinting at trying out all the flirt lines, this might also be an attempt at testing the waters for romance DLC, which Bioware said would be possible/explorable. I'm not sure when, but there was a 'romance dlc' interview or something I recall, where when asked, Bioware didn't rule it out as a possibility; nay, they might even have seen interested in it.
I can't dig up the source for the life of me, though. Granted, this was seveeeeraal months back. I'm thinking 2nd to 3rdish quarter of 2010 or 2009 -maybe.- Or my brain is wonky, and it's 3rd to 4th quarter. Hm.

I think I'm with you on Sebastian being a LI. In the Varric and Fenris thread, shortly after people started to speculate on whether or not they were romancable, a dev pretty quickly tamped down expectations with "not all companions are love interests" (or something similar). With Sebastian, they came right out and said he had flirt lines and his VA nailed all the emotional moments quite well. (which is probably just wishful thinking on that last one!) He is one smexy fella
... Even if his back story of avenging a murrrrderrred family isn't all that new and exciting, I'm curious as to know *who* did it and *why*. As long as it wasn't Professor Plum with a candlestick.

at the very least it gives the option to people who REALLY want a romance to have it and the people that say "no more romances, focus on fighting!" will be satisfied for like.....2 seconds before they come up with "why is all the DLC romances!? why can't they be extra missions?"
my only thing is if romances go the DLC route, then they won't be very interactive - you know how alistair would say different things at different points in the game depending on his friendship/romance level? wouldn't that be something a little more difficult to incoporate in a game as downloadable content, unless 1)the dlc was made the same time as the game itself or 2)the dlc is actually restore content the same way shale was
It's entirely possible that the dlc such as romance dlc could reasonably be incorporated into the main game as the case with Shayle was and her incorporation into the main game; the devs have said that this is much more content intentisve, during the case when they talked about possibly making Jowan a DLC Companion they said it wasn't impossible; just that it would be resource intentisve -- more voice over work, lines, etc. -- and because they had a limited budget with DAO DLC, wouldn't likely be cause for Jowan to be a dlc companion because of that. Or something to that effect.
Alternatively, they could make the character alongside the game itself, as I imagine this was how Sebastian was created, and make him/her/them very similar to Shayle interactively speaking. This could even be how one might do it; make it alongside the game but wait until you're confident the game is going to sell well before releasing it, either as free content or small price content extra's. This wouldn't be too unheard of, since Mass Effect 2 released appearence packs and/or weapons dlc..for money. I would be more willing to pay money for a fleshed out DLC character than weapons and appearences, so if they did go the DLC character route, I will expect quality from them.
Also, DLC missions for both games weren't that great, but weren't that bad. I've seen missions or DLC far worse than what either game offered, even if I only really consider Overlord the only dlc mission worth actual money.
Getting off-topic there, but yes. It's entirely possible for it to occur/be made. It's also possible the quality assurance can't get through in time for day one DLC, so the companion character[s] are put back for just after the game is released. Etc. There are a lot of possiblities for this sort of thing.
