Technically Kirkwall is ruled by a Viscount, not a king. So even if you married him you wouldn't be a Queen, you'd be a Viscountess. (hmm, working our way down the noble ladder here. What'll be in DA3, a Dukedom?)

First of all, the title "Duke" typically indicates more power than the title "Viscount."

Second, the title "Viscount" is a holdover from when Kirkwall was subjugated by Orlais--I don't think it indicates that you are only a minor noble.  Everything I've read about Kirkwall so far suggests that is important both politically and economically on the world stage, and at the end of the day, the "Viscount" still rules an entire city-state.  Even if you aren't called King or Queen, you might as well be one in fact if not in name.

I'm fairly confident that this rumour is a complete figment of my imagination, but I thought I'd check just to be sure
