I suspect the OP was banned for some rude language he used earlier in this thread. He is post has been deleted, and I would not be surprised if there was some sort of ban.
I've been out of the community for a good long while, so I may have missed some confirmation of this. All I've ever heard Hudson say about Tali was that they didn't realize she would be so popular. I did not see anything about her original intent as an LI. I'll take that at face value, though. Either way, it still seems likely that the race itself was created before the character.
It's a really specific question that we are highly unlikely to get and answer for.

Now that you mention it, and from what izmirtheastarach said, i dont recall hearing a developer say anything about her intending to be a love interest. no wait.... i think i did, i just cant remember where.... might have been a video interview.
