Absolutely! Even the fact that they put a picture of Ashley in the article at all gives me hope...it means that Bioware isn't pretending the Virmire Survivor ceased to exist after Horizon anymore.
I'm going to worry about the "some extent" quote later. It could mean that that James Sanders guy is your tutorial level squadmate who bites the dust after twenty minutes. It could mean that we don't get Liara/Ash/Kaidan until after a certain event. I'm cool with that sort of scenario.
Right now I am just thrilled. Best spoiler to wake up to, ever!

This kind of scares me "who you have in your squad and which allies you recruit can have a drastic effect on which are available." I don't want to have to drop Kaidan out of my squad just to get a happier/better ending. Though I'm sure Kaidan would be a squadmate who would help a situation rather then hurt it. As oppose to Garrus/Jack/Grunt/Zaeed or some of the more "renegade" squadmates.
And I really want to see this screenshot of Ash with her hair down. Wonder what changes are in store for our favorite space wizard. Armor upgrade? How about a bigger gun?
I just hope they go back to taking off their armor when they are abroad the Normandy, like they did in ME1. Nothing would be more awkward then trying to makeout with Kaidan while he is waring full armor.

Kind of off Topic: Miranda resigns from Cerberus when TIM tells Shepard to keep the Collector base. But yeah I think you might be right. It will probably come down to rejoining the Alliance or not. Glad that all my Shepards, paragon and renegade are Alliance loyalist for better or worst. Then again if Kaidan tells Shepard he is siding with the Vorcha, she'll follow suit. xD
