I don't find it strange, concepts often or maybe even always differ from the in game models, and games tend to have one or few graphical avatars of characters/creatures/items. Some of them won't even see the sunlight, others will be published in some artbooks.
Similarity depends on the author (they don't exactly need to nail the similarity due to nature of their drawing style - remember Yoshi

), references he has and purpose of the picture. This definitely had something to do with armor, because it's strongly detailed in some places and the Spectre symbol is in other place than we later saw on the ingame pic. It's really nothing to be nervous about.
Uniforms could change as well. Old ones were, well, old and pixelated.
