Well, yes, cool as it is, I think a lot of people have been avoiding the subject because of the reason it was photoshopped in the first place: many fans wish to avoid SPOILERS.
...but that said, I think this is a freaking awesome development, and I really shoul dhave figured it out back in ME2. I mean, the clues were all there. Total facepalm moment.

It's still there. It's white, so it's hidden under the glare, but you can see it and it's more apparent if you change the contrast.

There's bluish light behind him, that shows up on his face and hair which you may see those "gray hair". So no, no gray hair there.

About the concept-ig screen comparison, I think the symbol has been moved or copied on the chest (there's some writing on the chestplate in the place where we see spectre symbol on ig screen). IMO placing it on the arm only would be better, feel more "discreetly", but hey, on this stage everything can be changed.

Maybe they were planning to reveal it differently and didn't expect anyone to see it? That spotlight on the chest is very conspicuous - it's not like you can see his shoulder anyway.

Too early to call anything definite even with what they've released so far...some of the early "spoilers" for ME2 were later found out not be true. I think it's a good bet he's a Spectre...they raised his rank in ME2...why not in ME3 but as for it being a done deal....well we all know they can change things between now and then even if they have made him one for now.
