Okay, well I haven't romanced him, so either he's going to say the above later in the game, or something went wrong somewhere. Incidentally, I've been keeping a log of my conversations (trying to make a canon walkthrough), so I looked over the conversations I've had with the guy:

For some reason, the post plot world 1 convo unavoidably causes Kaidan to think Shep is flirting with her; she's just being friendly. Did the seed get planted in his head because I said "Don't blame yourself" in the first convo with him?
