I think it can be overlooked, depending on your dialogue choices and whether or not you use him as a teammate. I left him on the ship during my first playthrough, so missed his occasional smartass comments, and only romanced him out of a sense of duty as a Bioware romance fangirl. (The whole commander/subordinate thing bothered me) In conversation, I paragon'ed him straight down the line, and as a result he always seemed dutiful, earnest and fairly dull; Mr. Nice But Not Very Interesting.
Then on the pre-Ilos scene, I randomly picked "Damn right " (or whatever the Renegade response is) to his "Is that an order, Commander?" (which rather surprised me with its playfulness), and in return got the line about this being a
serious breach of protocol. I think that's my favorite line in the game, just pure playful, sexy, fun flirtiness that made me sit bolt upright and say, "Damn, Kaidan, I don't think I've given you enough credit."
Since then he has, of course, been a constant companion and LI through all my playthroughs.

I wonder if many people simply get a bad first impression, whether it's the Carth thing (nonsense!) or that he seems boring initially, and never give him a second chance. I'm glad I did.
