I have no burning hatred towards Dwarves, I just...I dunno...don't care for them? Many of them are tolerable; I didn't even mind Oghren much of the time. And a select few, like Dagna, I genuinely do like. But generally speaking, I don't find them very relatable. I always think of them as "Dwarf" first and whatever their personality is second. So, given the following:
1. We may not always want or need more than one rogue in a well-balanced group
2. I plan on romancing Isabela in my first playthrough, so there's one rogue slot pretty much permanently occupied
3. We know precious little about these companions...so little that even superficial things are significant comparatively
...given the above...yes I would choose Sebastian over Varric simply because he is not a Dwarf.
That's not to say that nothing else will ever factor into my appraisal of Varric (or indeed Sebastian), but just going off what we have to work with now, non-Dwarfishness is significant enough to tip the scales.

Though now I wish I had asked Aimo to put Jacob there as well but I haven't discovered the sweetness of the romance at the time yet, so yeah.
EDIT: Just so you know, this was not directed at you Occam, your post appeared right after I refreshed. Still imho hatin' dwarves is just so... racist? Maybe that's just me. I faced a fair share of racism in my lifetime.
