[Leto II the God Emperor]

Throughout the game the pre Blight Dwarven times are referenced as the Dwarven Kingdoms or the Dwarven Empire.  Now, I was wondering were there mutliple Dwarven nations or was there a single Dwarven Empire with one ruler and the kingdoms were just large cities.  What do you guys think?

I think each of the 12 cities had its own ruler, but they were all ruled by the king of the capital city (Kal-Sharok, and now Orzammar).
