My father has blue eyes and my mother has brown. While I share many obvious genetic characteristics from both of them, unlike either of my parents, I have wavy hair and my chest size is very different from my mother's--in other words, I received traits from my paternal grandmother, who had both of those traits. I also have green eyes, which neither of my parents have and none of my grandparents have; only some of my extended family. Not to mention, I've seen siblings plenty of times where two had dark hair and the third had blond or red hair. One case I can think of, both parents had dark hair too.
There is absolutely no reason not to make your blond hero. None at all. You will just have "your grandfather's hair." Nothing illogical or weird about that whatsoever.

I intend to have a 'family resemblance' between the Hawkes and Amell on my Amell import. So the Hawkes will probably have a Hispanic look. Don't want to end up with an 'adopted Cousland' situation again.

I remember my original concept for a human noble in Origins was a black male, but upon seeing the preset family members I wound up rolling a brunette, green eyed white woman (I later made my original concept on the PC version and wrote his backstory as an alternate universe thing to where he is adopted). Even my platinum blonde, pale skinned city elf didn't exactly match his red-haired relatives...
At least this time family members will get to match. I once considered rolling a blonde or redhead character (just to see the family match), but upon hearing they all have black hair I'm going to likely create Rivani, African or Asian Hawkes. Still all good though ; )

I did have that problem with my first Cousland though (first character rolled but never went past the Origin) - he looked suspiciously like Teryna Cousland had been having an affair with Duncan.

I have no confirmed answer, but based on screenshots I would guess that Carver always has blue eyes and Bethany always has brown (plus the black hair for both).

I can offer a little more clarity here.It's a very neat system, and really plays to our theme of family, I think. Hope you enjoy.
- Your family's facial structure is based on the preset head you pick so that they look related, unless you wildly deviate from the basic structure of the preset's face, in which case, hey...go ahead! It's your game, after all.
- Your family's skin tone is then evaluated and changed to something close to the skin tone you pick as a second pass. This is evaluated seperately from the facial structure.
- Your family will always have black hair.

Oh, that's quite a good question. I don't want Bethany/Carver to look odd. Although, I imagine Bioware would make them look appealing for each preset for Hawke. Still, it would be good if we could check in character creator.

No, I'm joking. It doesn't bother me because I usually play dark haired characters anyway. And if I do want to play a light haired Hawke, my father had red hair as does my mother. My one brother and I have dark brown hair and my other brother has blond hair, so it's really not a stretch for me.
