Does anyone have any idea why Commander Shepard can understand the warning message in the Security Station on Ilos but Liara can't? She did her mind meld thing at least once after Shepard was exposed to the two beacons and to the Cypher. Do you think that Shiala would have better luck?

Just because Liara melded with Shepard doesn't mean that she learned everything Shepard knows.
Shiala would have understood it just like Shepard.

Interesting question, I hadn't thought about it before, but I agree it was something with the Cypher and that Shiala would have better luck.
