To us it would be. But for a race that has simple homemade firebombs that can take out a tank as "basic training", that might suggest this is nothing new to them. Small wonder other races find their sense of honor so remarkable

Romans wanted to rule everything they could just because they could. Almost all power and profit ended up in Rome.
Turians are content with protecting their own small part of the galaxy and are willing to work with other superpowers to keep as much of the rest of the galaxy relatively safe too.
The Hierarchy is not a system made for humans like us and thus we cannot expect to understand why it works for the turians, and it is is obviously a system that has served the turians well for a long time.

My opinion of the Turians is that "they are scaley" and extends not so much further than that.

I think that of all the ME Races, they are very much like Humanity in a lot of respects & that may be part of the reason there's tension between the two.

I know we have a lot to learn from the Turians, like how to build a Galactic Empire, I vote that the Quarians as our first client species! Followed by an Alliance with the Geth to take over the Terminus Sytems and finally we will be ready to take on the Citadel, the Turians can have fun begging like children for help in front of a Geth-Human Council it would serve them right. Oh yes and we could free the Volus!
