Title pretty much says it. With Origins, we got the character creator before the game was released, will the same be true for DAII? I'd love to play around with making some custom Hawkes, at least it would tide me over until the actual game releases.

Unlikely. DA 2's marketing seems pretty tame compared to Origins, and the character creator was a marketing scheme.
Pure speculation, of course, but from the developer posts that I've seen recently, it appears they haven't yet locked down the game for CD production, so they might keep working on it till the last minute, and thus won't put out a character creator for download.
Still, that would be pretty awesome, and would put to rest the rumors that one cannot customize one's Hawke if one wishes to do that.
