I have a question about DLC working on different profiles.
Heres whats going on my sister and I both had different Xbox's with different gold profiles and different EA accounts. She had all the Mass effect 2 DLC on her xbox but hers broke so she moved all her stuff to mine (doing license tranfsers, d/ling all the dlc to my xbox and d/ling her profile). When she logs in (online or offline) she can see that she has all the DLC like overlord, lotsb and blood dragon armour etc, but when I log on I dont see any. Is it possible that there is a way that I can also use the DLC she paid for but that on my xbox?
DLC playable on multiple profiles?

No there is no way cause it's designed for gamertag I tried with black ops zombie packs didn't work put themes and pics do

I have my suspicion that josephvuk1's problem is a bit more complex.
I remember reading somewhere that if you use one XBox, download something; then all users on that XBox should be able to use the downloaded content. Content isn't tied exclusively to the gamertag, it's sometimes tied to the console itself (hence the need of license transfers).
Mass Effect 2's content is also tied with the EA account as I understand it. So unless you can share the same EA account, I don't think you can access it. If you can, perhaps you could try using your sister's EA account and see if you get access there. What that means for your own EA account....well...I guess it becomes redundant but I don't know (just speculating).

i made the same mistake with this account and i got someone from EA to switch them over and they did but then i asked them to send the rest over since they only gave me 1 but the said its impossible and that there is no way they have done it before

You can only use it on the profiles on the 360 you downloaded it on.

If it's all licensed properly to your Xbox now, you should be able to use it, whether it shows up as 'checked off' in game or not. Everything on my Xbox (arcade games, dlc, etc) is licensed to my tag, and both my wife and son can use it all, including all ME2 content.
