She's not talking about the "they won't confirm it but we know it''s Anders" guy on the right side of the picture by Aveline. Closer to the middle of the screenshot, in side profile there's a man with a bow and short hair (kind of between Hawke and Fenris) It looks like that's probably Sebastian, the armor is close and I think the companions all have unique clothing.

He's not wearing the same armor. Guard has black skirt and silver/grey armor, Seb has a white shirt and white/gold armor, and no red details. Seb's leg guards have three black straps on the back, city guard does not. City guard has a pauldron on his right shoudler, Sebastian does not.

In fact, in this screenshot of Sebastian, the guard on the right is wearing the same armor as the guard in the group shot.

Mmm, yes, I see what you mean. But the bow IS very similar to Seb's, and it's possible he has different armour at different levels.

There are only so many bows in the game.
Why would he wear city guard armor?

Not to mention that it appears to be a reaction shot, and that guy is not... reacting.

He's prowling around the outskirts looking pretty dangerous - I'd say that's some sort of reaction. But *shrug* no skin off my nose if it isn't .

Neither of those are Anders or Sebastian, focus on the hair, one's buzzed and the other's a redhead. Although, maybe Anders joined a cult and Sebastian invented bleach.

@Todd if you look at Varric (who definitely has long hair pulled back) in this shot his hair looks buzzed as well. It's poor resolution - not saying that "Anders"' hair isn't buzzed, but it could certainly still be long and tied back.
